Wish list, tutorial drafts, progress checking

I have updated and cleaned up everything from both the old Easy Hacks page
and the old Wish List.

I started by dealing with just the content from Easy Hacks (which actually
extremely varied and more or less duplicated wish list). This is what I
announced earlier on the "Wiki cleanup" thread. At that time, I retained
the organization by difficulty and dumped everything on
Documentation/Development
<https://wiki.documentfoundation.org/Documentation/Development> under "How
to contribute", but ultimately wasn't happy with it.

This time, I tried organizing "How to contribute" by documentation type
first, difficulty second, keeping general tasks like reviewing user guide
chapters here and moving individual ideas for documentation
improvements to Documentation/Wish
List <https://wiki.documentfoundation.org/Documentation/Wish_List>. It was
at this point that I integrated and de-duplicated the content of the old
wish list.

I again invite people to look at the result. I think this organization is
more understandable, while still making it easy for newcomers to find tasks
appropriate to their skills.

There are a couple issues remaining.

First, there are still a bunch of random drafts linked on the wish list
page. I think these need to be put somewhere else, perhaps ODFAuthors, or
perhaps a new Drafts page on the wiki.

Also, I think there needs to be some sort of progress tracking system for
these miscellaneous documentation tasks. For example, people could be
directed to use Redmine, or perhaps a simple sub-bullet with a signature
would do.
