Extension maintainer can delete comments with less than a 5-star voting in order to appear on top of the list. My proposal: either admins or approved maintainer should be able to do so.

I did a change to limit “mark as spam” and “delete” comments to admins of the site or owned comments.
Zero rating comments do not count for the average rating.
I also limited to one review per user per extension. If you post a new review in the same extension your previous review is set to zero so it does not count as a review
