* ESC tender project proposal process (Thorsten & Florian)
     + propose a separate call, for those who want to rank (Thorsten)
     + suggest to re-use the ESC call timeslot for this if it works for everyone (Miklos)
     + no objections, let's decide next week (Thorsten)
     + today Xisco updated the ESC-aimed sheet, on nextcloud (Ilmari)
       + categories: drop, on-hold, do it, split it
       + worked on the budget 2023 page, dropping already done items
       + proposal: Ilmari will update the final voting result sheet (from Feb)
         + keep the votes there that people added
         + drop "done" items
         + in the call next week:
           + discuss what to drop, what to postpone, see if there are any objections
           + would speed things up if people are happy with existing votes
           + dropping items -> some may want to re-consider the vote
       + who to attend that call:
         + 22 members in the ESC
         + typical bidders: allotropia & Collabora is 9 members, so no majority
         + understanding is that the people who attend that call, there non-bidders have to have majority (Thorsten)
           + this is for discussion, not yet voting
           + how to do that: list everyone, potential bidders mark themselves, then see what has to be done
           + for people who usually participate, may not be a problem
           + for the vote, exclusively non-bidders (maybe a week later)
        + need to clear all the bidder votes? (Ilmari)
          + different reading: can have all input still (Thorsten)
          + but follow the process: meeting, no non-bidder majority there
          + suggestion: discuss it with Florian and if he sees this problematic, tweak it (Thorsten)
     + one step remaining (Xisco)
       + internal refactors, mostly proposed by Armin
       + really hard to evaludate the cost estimate of those tenders
       + what to do? leave them apart?
       + for staff, it's really hard to evaluate
       + many of these items really hold us back (Thorsten)
         + what is needed here is a plausability check
         + the intention is that nobody can play games with over or underestimating there
         + but it's not optional, somebody has to take responsibility
         + if not possible in time, there is a way to contract this out, but it's out of the question for this round
         + when a description has code pointers & bug reports, it's easier (Ilmari)
     + having more description + more details would be great (Hossein)
       + 1 page description for a tender would be much better
       + it helps judging
       + listing bugs is already helpful (Thorsten)
         + hesitate to say it must be 1 page
         + history of that was sometimes everybody knew what was the thinking there without more details
     + we won't have any problems if we let TDF members decide (Heiko)
       + if there is a good description -> then members can decide more easily
       + this is not the purpose (Thorsten)
         + rework stuff that is useful, but not necessarily instantly user-visible
         + e.g. Android project -> no instant end-user-visible app was there at the end
         + can't propose pie-in-the-sky projects here, people will see
         + idea: 10% of newly added project budget to be decided by members/community
         + bugzilla voting can be used there
         + orthogonal to ESC projects
         + with respect, disagree (Heiko)
         + if explained, members would do understand the details
         + good example: gbuild (Thorsten)
           + is a massive boost to dev productivity
           + no direct impact for users
           + if you have a concern, best to discuss that for the next year instead
     + justification for 1 page doc (Hossein)
       + this is a formal process
       + having a longer description to justify the tendering is good
       + tenders are worth a lot of money -> better description can be expected
     + tend to think: we had small and large projects (Thorsten)
       + fixed 1 page is not optimal
       + instead: more details is great
     + next step: ranking discussion next Thursday in the ESC timeslot (Ilmari)
